Scott DelBuono – Candidate for Constable


Scott DelBuono is a dedicated public servant, a committed community leader, and a proud lifelong supporter of the Town of Newington. With decades of distinguished service behind him and a deep-rooted passion for helping others, Scott is running for Constable to continue giving
back to the town he loves.


Scott is retired from both the Federal Bureau of Investigation (FBI) in addition to having served in the active duty air force and retiring from CT Air National Guard. His background has equipped him with the experience and judgment needed to serve effectively and responsibly in the role of Constable.


Beyond his professional accomplishments, Scott has always been active in Newington’s community life. He has coached youth baseball, softball, football, and lacrosse, helping to shape the next generation both on and off the field. He is a former Commander of American Legion Post 117, where he continues to support veterans, encourage civic participation, and promote patriotism throughout the community. He is also a certified NRA instructor, bringing his commitment to gun safety and education into the public sphere.


Whether behind the scenes or out in the community, he has always shown up—not for recognition, but because it’s the right thing to do. Scott’s candidacy for Constable is rooted in a genuine desire to serve. He brings a lifetime of honorable service, a strong moral compass, and a heartfelt commitment to protecting and supporting the residents of Newington.

Kent Stoddard-Candidate for Fire Commissioner

 

Kent is a proud father, husband, and grandfather and has lived in Newington all his life. He attended Newington schools and graduated from Newington High School. After high school he attended and graduated from the Norwich University in Vermont
with a degree in Business and Administration. He has two children, Daniel Stoddard and Jessica Haggerty, who both live in Newington and five grandchildren. His wife Melanie has been a nurse at the Hospital of Central Connecticut for over forty years.


Kent has served eight terms on the Newington Board of Fire Commissioners and has been chair of the commission. Kent has the time, administrative ability, and fire knowledge for this position.

Accomplishments:

  • Retired fifty-year active member of the Newington Fire Department.

  • Currently an active member and the Treasurer of the Sphinx Shriners of Newington.

  • Active member of Sequin-Level Masonic Lodge in Newington and Past Secretary, Treasurer, and President of the Building Committee.

  • Active member of the Church of Christ Congregational in Newington center and served on many boards and committees.

  • Received Newington Town Council volunteer of the year in 2022.

  • Coached little league baseball and softball in town.

  • Maintains an active farm with seven horses in town.

  • Member of the Connecticut Fire Chiefs Association.

  • Helped the fire department become an ISO class II fire department.

Melanie Depamphilis 

Lifelong Newington Resident, Fire Service Leader, and Community Advocate, Candidate For Fire Commissioner

Melanie Depamphilis is a proud Newington native with over 27 years of fire service experience and a strong record of public service, leadership, and community involvement. From breaking barriers in the firehouse to founding Connecticut’s first women’s professional football team, Melanie brings a bold, hands-on approach to everything she does.

Career & Fire Service Highlights

  • 20-year veteran of the Hartford Fire Department; retired in 2018 as the department’s only female line lieutenant

  • Administrative roles in New Britain and West Hartford fire departments, with a focus on budgeting, policy, and operations

  • Joined the Newington Volunteer Fire Department in 2014

  • First woman to serve in all line officer ranks, including Captain of Company 2

  • Led ISO improvement efforts, helping move the town’s fire rating from Class 5 to Class 3

  • Captain of Personnel Division – expanded volunteer recruitment, mentorship, and morale

  • President, Hartford Firefighter Retiree Association (2025)

  • Appointed to Hartford COLA Task Force (2025) advocating for retiree benefits

  • Staff Assistant, Town of Newington Finance Department

  • Co-Chair, Newington’s 150th Anniversary Celebration

  • Co-Chair, NVFD’s 100th Anniversary and co-author of the department’s legacy book

  • Mother of Cody, NVFD volunteer, and Madison, a senior at Newington High School
